The Canadian government is looking into ways to address issues of misuse and fraud in the Temporary Foreign Worker Program (TFWP).
Randy Boissonnault, the Minister of Employment, Workforce Development, recently met with leaders from major business groups, including the Canadian Trucking Alliance (CTA), to discuss potential improvements to the program.
The CTA welcomed this initiative, as they have been advocating for stricter measures to prevent abuse within the TFWP.
They have highlighted ongoing problems and have worked with Employment and Social Development Canada (ESDC) to strengthen the Labour Market Impact Assessment (LMIA) process.
Jonathan Blackham, the CTA’s director of Policy and Public Affairs, stated that while many trucking companies successfully use immigration programs, there are also cases of fraud and noncompliance that need to be addressed.
The government is considering several changes to tighten the program, such as possibly increasing the current $1,000 application fee, conducting more thorough application reviews, and restricting participation for newer companies.
Minister Boissonnault emphasized the importance of protecting temporary foreign workers and stopping exploitation by dishonest businesses.
“I’ve been clear over the last year; abuse and misuse of the TFW program must end. The health and safety of temporary foreign workers in Canada is a responsibility I take very seriously. Bad actors are taking advantage of people and compromising the program for legitimate businesses. We are putting more reforms in place to stop misuse and fraud from entering the Temporary Foreign Worker Program.” – Minister Boissonnault
The CTA has previously suggested improvements to help better screen trucking companies that participate in the program and has called for a joint effort between federal and provincial authorities to penalize companies that violate labor laws or engage in human trafficking.
Although the CTA has yet to receive clear responses from government officials regarding their proposals, they remain hopeful about collaborating with ESDC to enhance worker protections and ensure that only reputable companies can access the program.
This potential reform of the TFWP marks a significant step toward addressing long-standing concerns in the trucking industry and safeguarding the rights of temporary foreign workers in Canada.
